Elections Control:

An "election" is an independent election for candidates and measures that have their own start/stop dates. Candidates and measures must be assigned an election upon creation.

• Create an Election
• View / Edit Elections

Candidate Control:

• Enter New Candidate
• View / Edit Candidates
• Set Candidate Categories

Measure Control:

A "measure" is any election other than one containing candidates, such as a survey.

• Enter New Measure
• View / Edit Measures
